A statement from the office of Greece's interim prime minister said that Mrs Merkel had raised the subject during a telephone call with Greek President Karolos Papoulias.<br />

The German chancellor &quot;conveyed thoughts about a vote parallel to the election with the question to what extent do the Greek citizens wish to remain within the eurozone&quot;, said the statement.<br />
<br />
&quot;However, it is clear that the matter is beyond the competence of the caretaker government.&quot;<br />
<br />
But Berlin denied such a proposal had been made.<br />
<br />
&quot;This is false and we completely dismiss this,&quot; a German government spokeswoman said.<br />
<br />
Greece's caretaker government was sworn in this week after elections failed to produce a viable coalition to run the country. New elections have been scheduled for 17 June.<br />

The result of the poll could determine the fate of austerity measures which Greece's international creditors are insisting on.<br />

Investors fear any refusal by Athens to impose deep spending cuts agreed under a bailout deal could result in the country quitting the bloc of 17 countries that use the euro.<br />

              <b>Message -- Continuation of the National Emergency with Respect to the Stabilization of Iraq</b><br />

                   TO THE CONGRESS OF THE UNITED STATES:<br />
<br />
      Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d))  provides for the automatic termination of a national emergency unless,  within 90 days prior to the anniversary date of its declaration, the  President publishes in the Federal Register and transmits to the  Congress a notice stating that the emergency is to continue in effect  beyond the anniversary date. In accordance with this provision, <font color="#b22222"><u>I have  sent the enclosed notice to the Federal Register for publication  continuing the national emergency with respect to the stabilization of  Iraq</u></font>. This notice states that the national emergency with respect to the  stabilization of Iraq declared in <font color="#b22222"><u>Executive Order 13303</u></font><font color="#b22222"><u> of May 22,  2003, as modified in scope and relied upon for additional steps taken in  Executive Order 13315 of August 28, 2003, Executive Order 13350 of July  29, 2004, Executive Order 13364 of November 29, 2004, and Executive  Order 13438 of July 17, 2007</u></font>,<b> is to continue in effect beyond May 22,  2012.</b><br />
<br />
<br />
      Obstacles to the orderly reconstruction of Iraq, the restoration and  maintenance of peace and security in the country, and the development of  political, administrative, and economic institutions in Iraq continue  to pose an unusual and extraordinary threat to the national security and  foreign policy of the United States. <font color="#b22222"><u>Accordingly, I have determined  that it is necessary to continue the national emergency with respect to  this threat and maintain in force the measures taken to deal with that  national emergency</u></font>.<br />
<br />
<br />
      Recognizing positive developments in Iraq, my Administration will  continue to evaluate Iraq's progress in resolving outstanding debts and  claims arising from actions of the previous regime, so that I may  determine whether to further continue the prohibitions contained in <font color="#b22222"><u> Executive Order 13303</u></font> of May 22, 2003, as amended by Executive Order  13364 of November 29, 2004, on any attachment, judgment, decree, lien,  execution, garnishment, or other judicial process with respect to the  Development Fund for Iraq, the accounts, assets, and property held by  the Central Bank of Iraq, and Iraqi petroleum-related products, which  are in addition to the sovereign immunity accorded Iraq under otherwise  applicable law.<br />

Since 1982 when then-president Ronald Reagan refused to sign the United Nations Convention on the Law of the Sea, better known as the Law of the Sea Treaty (LOST), it has been kept on a legislative backburner awaiting a ratification vote in the U.S. Senate. Suddenly in early May, both Senator John Kerry, Chairman of the Senate Foreign Relations Committee, and Leon Panetta, Secretary of Defense, both announced that they were in favor of getting LOST ratified this year. According to some pundits, Kerry would have already scheduled hearings on LOST, but postponed them to avoid hurting the chances of key LOST supporter, Senator Richard Lugar (R-Ind.), in his primary face-off with tea-party-backed Richard Mourdock on May 8. It turns out that Lugar lost anyway. Yet that is going to force their hand to accelerate the process of ratification, likely in the lame duck post election cycle.<br />
<br />
The opposition to LOST [Law of the Sea Treaty] is based on opposition to its creation of the International Seabed Authority (ISA) <a href="http://www.isa.org.jm/en/home" target="_blank" rel="nofollow">http://www.isa.org.jm/en/home</a> , which has been established to administer the natural resources of the seabeds and ocean floor. If the United States ratifies LOST, American entrepreneurs who mine the ocean floor would be required to pay substantial royalties to and share technology with the ISA, thus providing a revenue stream for an arm of the UN.<br />

Notice that this UN document, which was posted by the UN's Division for Ocean Affairs and the Law of the Sea, reveals that the UN&#8217;s understanding of LOST is that it gives the UN authority over everything, over, on, in, and under the oceans and seas of the world. That includes both military and economic uses. Also under the UN division that administers LOST, our nation wouldn't have veto power like we do in the UN Security Council. We'd have just one vote among 163 votes.That&#8217;s why it is so important that the U.S. Senate does not ratify LOST.<br />

<font size="3">The Obama administration and Senate Foreign Relations Committee Chairman John Kerry (D-MA) are beginning a new push to seek ratification of the United Nations Convention on the Law of the Sea, known around Washington simply as the Law of the Sea Treaty.<br />
<br />
The treaty, which came into force in 1994, established rules of the road for operating in international waters and set forth a regime for determining mineral and other rights beneath the ocean floor. Since then, 161 countries have signed on, as well as the European Union, but the U.S. Senate has not ratified it.<br />
<br />
In fact, the treaty has never come up for a full vote, despite support from multiple administrations, Democrats, and the Navy, which views it as needed to allow the United States to fully participate in the growing multinational system that governs the open seas. It is vigorously opposed by some Republicans, <b><font color="#FF0000">who argue that signing it would be tantamount to an abandonment of U.S. sovereignty.</font></b><br />
<br />
Kerry's efforts to initiate the months-long ratification process on the treaty began last year. He has met with a host of senators on the issue, and his staff has been consulting with businesses and the military and respected national security experts in both parties. <b>But the drive to set up hearings to promote the bill stalled.</b><br />
<br />
<b>Hill staffers say that Kerry's committee counterpart Richard Lugar (R-IN) did not want the ratification process to begin before his primary, because he was inclined to support the treaty but recognized that his support could be used against him politically. But with Lugar now out of the way, the ratification process is back on track.</b><br />
<br />
<b><font color="#FF0000">Kerry will soon announce the first hearing, which will be made up of a panel of high-ranking military officials, The Cable has learned. It will be a &quot;24-star hearing,&quot; meaning the panel will have six military officers with four stars each.</font></b><br />

&quot;Senator Kerry has heard for a long time that it'd be helpful for the committee to hold some hearings and review a treaty that hasn't been examined since 2007. The Senate has experienced massive turnover since that period, with 30 new senators,&quot; Kerry's Communications Director Jodi Seth told The Cable.<br />

She denied, however, that the timing of Lugar's primary was the reason for the delay.<br />

He  doesn't pop in just when he wants a good meal or a clean shirt or a little  romance. Healthy marriages have a sense of 'remaining.' There is tenderness,  honesty, ongoing communication. Sometimes we go to God with our joys, sometimes  we go with our hurts, but we always go. And the more we go, the more we become  like Him. People who live long lives together eventually begin to sound alike,  talk alike and even think alike. As we walk with Jesus we take on His thoughts,  His principles, His attitudes. <font size="3">German Finance Minister Wolfgang Schaeuble said that turmoil in the financial markets caused by Europe’s debt crisis may last another two years, as Group of Eight leaders prepared to discuss Greece and its impact on the global economy.<br />
<br />
More than 2 1/2 years after Greece revealed its bloated budget deficit, Europe has “known a lot of crisis,” Schaeuble said in a recorded interview broadcast today on France’s Europe 1 radio. “It’s practically normal.” Even so, “in 12 to 24 months we’ll see a calming of financial markets,” he said.<br />
<br />
<br />
<b>At the same time, the German government has a duty to prepare for a potential Greek exit, finance ministry spokeswoman Silke Bruns said today.</b><br />
<br />
German Chancellor Angela Merkel and fellow European leaders will again face pressure from their G-8 counterparts to do more to quell the crisis after speculation that Greece will exit the euro wiped almost $4 trillion from global equity markets this month. The U.S., which hosts the G-8 summit beginning today, still faces economic challenges from the “damaging” situation in Europe, Treasury Secretary Timothy F. Geithner said yesterday.<br />
<br />
Europe’s G-8 chiefs -- Merkel, French President Francois Hollande, Italian Prime Minister Mario Monti, U.K. Prime Minister David Cameron, plus EU leaders Herman Van Rompuy and Jose Barroso -- held a video call on the crisis yesterday and agreed that fiscal rigor and economic growth are mutually compatible, Merkel’s office said.<br />
<br />
<b>Growth vs Austerity</b><br />
<br />
<b>“During the G-8, it’s very important to see that the Europeans form a common position as quickly as possible,” Schaeuble said in the interview. “In recent years we haven’t been quick enough” at doing that.</b><br />
<br />
Geithner, in a speech in Baltimore, highlighted the debate in Europe over encouraging growth, as demanded by Hollande, and the need to consolidate budgets and reduce debt insisted upon by Merkel. Merkel and Hollande said two days ago at their first meeting that they would consider measures to spur growth in Greece as long as voters there committed to the austerity demanded to stay in the euro.<br />
<br />
<b>“We want Greece to stay in the euro,” Schaeuble said.</b><font color="#0000FF"><b>[ Yeah sure you do]</b></font> “But that presupposes that Greece does on its side what is necessary to develop its economy.” He said policy makers are open to “every suggestion targeting more growth.” Even so, “it’s up to the Greek politicians to explain reality, not make false promises.”<br />
<br />
<b>Contingency Plan</b><br />
<br />
<b><font color="#FF0000">European officials are working on contingency plans to deal with a possible Greek exit, European Union Trade Commissioner Karel De Gucht told De Standaard in an interview published today.</font></b><br />
<br />
<b>“A year and a half ago, there might have been the danger of a domino effect, but today there are both within the European Central Bank and the European Commission officials who are working on the emergency scenarios in case Greece doesn’t make it,” </b>De Gucht was quoted as saying by the newspaper.<br />
<br />
<b>Greek political leaders began campaigning today before the June 17 election, </b>the second vote in six weeks, after a rise in support for anti-austerity parties foiled the formation of a government. Greece’s credit rating was downgraded one level by Fitch Ratings late yesterday on concerns the country won’t be able to muster the political support needed to sustain its membership in the euro area.<br />
<br />
<font color="#FF0000"><b>“An exit would require two conditions: for a Greek government to reject the terms of the EU/IMF program and for the rest of the region to take a hard line in any renegotiation process,” David Mackie, chief European economist at JPMorgan Chase &amp; Co, said in a note. “Recent developments suggest that both of these conditions may now be falling into place.”</b></font><br />

(Reuters) - A private door opens from Israeli Prime Minister Benjamin Netanyahu's office in central Jerusalem directly into a long, modestly furnished, half-paneled room decorated with modern paintings by Israeli artists and a copy of Israel's 1948 declaration of independence. It contains little more than a long wooden table, brown leather chairs and a single old-fashioned white projector screen.<br />
<br />
This inner sanctum at the end of a corridor between Netanyahu's private room and the office of his top military adviser, is where one of the decade's most momentous military decisions could soon be taken: to launch an Israeli attack on Iran's nuclear program.<br />
<br />
Time for that decision is fast running out and the mood in Jerusalem is hardening.<br />
<br />
<a href="http://www.reuters.com/places/iran" target="_blank" rel="nofollow">Iran</a> continues to enrich uranium in defiance of international pressure, saying it needs the fuel for its civilian nuclear program. The West is convinced that Tehran's real objective is to build an atomic bomb - something which the Jewish state will never accept because its leaders consider a nuclear armed-Iran a threat to its very existence.<br />
<br />
Adding to the international pressure, U.S. ambassador to Israel Daniel Shapiro said this week American military plans to strike Iran were &quot;ready&quot; and the option was &quot;fully available&quot;.<br />
<br />
The central role Iran plays in Netanyahu's deliberations is reflected in the huge map of the Middle East hanging by the door of his office. Israel lies on one edge, with Iran taking pride of place in the centre.<br />
<br />
Experts say that within a few months, much of Iran's nuclear program will have been moved deep underground beneath the Fordow mountain, making a successful military strike much more difficult.<br />
<br />
LOCKDOWN<br />
<br />
As the deadline for a decision draws nearer, the public pronouncements of Israel's top officials and military have changed. After hawkish warnings about a possible strike earlier this year, their language of late has been more guarded and clues to their intentions more difficult to discern.<br />
<br />
&quot;The top of the government has gone into lockdown,&quot; one official said. &quot;Nobody is saying anything publicly. That in itself tells you a lot about where things stand.&quot;<br />
<br />
Last week Netanyahu pulled off a spectacular political surprise, creating a coalition of national unity and delaying elections which everyone believed were inevitable. The maneuver also led to speculation that the Israeli leader wanted a broad, strong government to lead a military campaign.<br />
<br />
The inclusion of the Iranian-born former Israeli chief of staff and veteran soldier, Gen. Shaul Mofaz, in the coalition, fuelled that speculation - even though both Mofaz and Netanyahu deny that Iran was mentioned in the coalition negotiations.<br />
<br />
&quot;I think they have made a decision to attack,&quot; said one senior Israeli figure with close ties to the leadership. &quot;It is going to happen. The window of opportunity is before the U.S. presidential election in November. This way they will bounce the Americans into supporting them.&quot;<br />
<br />
Those close to Netanyahu are more cautious, saying no assumptions should be made about an attack on Iran - an attack with such potentially devastating consequences across the volatile Middle East that Palestinian President Mahmoud Abbas even went so far as to predict in an interview with Reuters last week that it would be &quot;the end of the world&quot;.<br />
<br />
Israelis particularly fear retaliation from Iran's proxy militias - the Hezbollah guerrillas in southern Lebanon and the Hamas fighters in the Gaza Strip. Both are believed to possess large arsenals of rockets which could hit major Israeli towns and cities.<br />
<br />
Hezbollah's deputy leader Sheikh Naim Qassem told Reuters in February that an Israeli attack on Iran would set the whole Middle East ablaze &quot;with no limit to the fires&quot;. &quot;Gone are the days when Israel decides to strike, and the people are silent,&quot; he said.<br />
<br />
The Israeli Prime Minister and his key allies repeat for public consumption the mantra that economic sanctions against Iran must be given time to work and that now is not the time to speak about military options.<br />
<br />
Top officials explain the new coalition on purely domestic grounds, saying it was needed to tackle the thorny and divisive issue of pressing Orthodox Jews into military service - in other words, that its formation has much more to do with the agenda inside Israel than abroad.<br />
<br />
BURIED NUCLEAR STATES<br />
<br />
Diplomats are divided. &quot;I think the Iran thing is a red herring,&quot; said one senior Western envoy. &quot;This is 98 percent about domestic politics&quot;. Others are less convinced.<br />
 <br />
Mofaz himself refuses to speak about military action against Iran, even in the theoretical.<br />
<br />
A military veteran with almost 40 years' operational experience, whose office in the Israeli parliament displays a poster of Israeli warplanes flying low over the Auschwitz concentration camp, he scoffs at the idea that his Iranian descent gives him special influence on an Iran attack decision. He derides the idea any serious official in the know would talk to visiting journalists about such a sensitive military subject.<br />
<br />
But behind the carefully evasive language of top officials, basic facts are clear. Time is running out. Iran's nuclear program - regarded by Netanyahu as an existential threat to the state of Israel - will soon be buried deep enough underground to render an Israeli attack impossible. The Jewish state's options are narrowing.<br />
<br />
&quot;I think they've gone into lockdown mode now,&quot; the senior Western diplomat said. &quot;Whatever happens next, whatever they decide, we will not find out until it happens.&quot;<br />
<br />
There are indeed those who see in Israeli posturing over Iran only bluff intended to press world powers into harsher sanctions and avoid war. Some military experts openly doubt how much damage Israel could inflict. The risk of a fiasco is big.<br />
<br />
Perhaps the strongest clue as to Israel's real intentions is to be found in Netanyahu's private office, behind his desk. Officials say the Israeli premier was strongly influenced by his father, who died last month at the age of 102.<br />
<br />
Benzion Netanyahu was a distinguished scholar of Jewish history and his strong sense of the past lives on in Benjamin, who laments to visitors that &quot;most people's sense of history goes back to breakfast time&quot;.<br />
<br />
On a shelf behind Netanyahu's desk, along with pictures of his family, is a photograph of Winston Churchill. Netanyahu admires the British wartime premier because he saw the true dangers posed by Nazi <a href="http://www.reuters.com/places/germany" target="_blank" rel="nofollow">Germany</a> to the world at a time when many other politicians argued for appeasing Hitler.<br />
<br />
The parallels with modern-day Iran are obvious and Netanyahu is explicit about the dangers he believes are posed by militant Islam: as he puts it, its convulsive power, its cult of death and its ideological zeal.<br />
<br />
But Churchill, although eloquent on the dangers posed by the rise of Nazi Germany during the 1930s, ultimately failed to prevent Hitler's ascent to power, the world war he unleashed or the Holocaust in which six million Jews were murdered.<br />
<br />
Netanyahu, those who know him say, is determined to avoid going down in history as the man who shirked his opportunity to stop Iran going nuclear. In Tehran on Thursday, top nuclear negotiator Saeed Jalili warned against Western pressure at next week's talks, which are a follow-up to negotiations in Istanbul last month that all sides praised as positive.<br />

Your hotel, health club and neighborhood pool can remain open this weekend without fear of violating the law.<br />
<br />
The Justice Department said Thursday it is delaying for 60 days a new law that requires all public pools to install &quot;lifts&quot; or provide other means to make pools accessible to disabled individuals.<br />
<br />
The law was passed in 2010 and was scheduled to take effect Thursday. But in recent months, there has been widespread confusion about what sort of pools are required to make the change, whether pools must install permanent lifts or can use cheaper portable lifts and whether one lift could service more than one pool.<br />
<br />
As the Thursday deadline neared, hotels and other pool operators nationwide unleashed a torrent of calls and letters to industry associations and politicians, saying the rule threatened to close pools from coast to coast. Several Republican lawmakers charged the rule was an example of unwieldy government regulation. And scribes even gave the debacle a name: &quot;Poolmageddon.&quot;<br />
<br />
A hotel industry association said the government originally indicated portable lifts were acceptable, but reversed itself in a legal interpretation released early this year. It also said the government is requiring a separate lift for every pool, greatly increasing the costs to facilities with numerous pools.<br />
<br />
Permanent lifts are costly because they must have electrical grounding work, which requires installers to &quot;tear up&quot; a pool deck, said Marlene Colucci, executive vice president of the American Hotel &amp; Lodging Association.<br />
<br />
&quot;You have to do electrical grounding requirements anytime you're within five feet of water, and that's required by the government. And this was not at all contemplated by the Department of Justice when they issued this further guidance,&quot; Colucci said.<br />
<br />
Permanent lifts also are an &quot;easy attractive nuisance&quot; for children, she said.<br />
&quot;Children see it, they look at it and say, 'This is a diving board. This is something to play with. And we're very concerned about injuries that result from that.&quot;<br />
<br />
Colucci said portable and permanent lifts range in cost from $4,000 to $10,000, but permanent lifts have additional installation costs.<br />
<br />
Pool operators said there is also widespread confusion about language in the law that says they must accommodate disabled individuals to the extent that it is &quot;readily achievable&quot; to do so.<br />
<br />
The Justice Department said the &quot;readily achievable&quot; language has been in the Americans with Disabilities Act since 1992, and is an acknowledgment that it is not always possible to remove all architectural barriers in an existing building at the outset.<br />
<br />
&quot;Readily achievable&quot; means that it is &quot;easily accomplished&quot; and can be done &quot;without much difficulty or expense.&quot;<br />
<br />
That language seemingly gives wide latitude to pool operators. But Colucci says it also creates problems.<br />
<br />
&quot;By having a definition that's so broad, you really don't give anybody any certainty,&quot; Colucci said. &quot;Which means that you end up having to litigate the definition of what is 'readily achievable.'&quot;<br />
<br />
In a press release Thursday, the Justice Department conceded there were &quot;misunderstandings&quot; about the pool law and extended the deadline 60 days. It also held open the possibility of even longer delays and said it will accept public comments on a possible six-month extension.<br />

U.S.-based energy services major Halliburton has won a $95 million tender from Gazprom Neft, the oil arm of Russian gas giant Gazprom, to test and complete 11 wells at the Badra oil field in Iraq, the Russian company said on Thursday.<br />
<br />
Testing of the first well is scheduled to start in the third quarter of 2012. Gazprom Neft plans to have six wells to be completed by 2013.<br />
<br />
&quot;The work carried out by Halliburton will facilitate better understanding of the geological structure of the field. Production will commence once the final field development plan is completed in 2013, in line with the terms agreed with the Iraqi government,&quot; Gazprom Neft said in a statement.<br />
<br />
The Russian company acts as an operator of the Badra deposit, and has a 30-percent stake in the project. Other participants include South Korea's Kogas with 22.5 percent, Malaysia's Petronas with 15 percent and Iraq's state-owned Oil Exploration Company with 25 percent.<br />
<br />
Badra's reserves are estimated at about three billion barrels of oil. Production is due to start in 2013 and reach 170,000 barrels per day or about 8.5 million tons per year by 2017 and maintain this level for seven years.<br />
<br />
Investment in the field development is estimated at about $2 billion.<br />
<br />
Earlier in May, Halliburton signed a strategic cooperation deal with Gazprom to develop and implement new oil and gas technologies in global exploration and production projects.<br />

Ajman, May 17, 2012: Construction-focused business conglomerate Tech Group today said that its group company, Construction Tech, has bagged two significant deals in Iraq totaling over US$47 million (over 172 million) as it firms up its presence in the country across reconstruction and redevelopment activities.<br />
<br />
In a statement, the company said that the deals include a prestigious $45 million (over AED 165 million or 53 billion Iraqi dinars) deal for the revamp of the Central Bank of Iraq and a $2.15 million partnership with Royal Dutch Shell PLC to support developing its main office in Burjisia, Basra.<br />
<br />
Under the terms of the contract, Construction Tech is mandated to undertake extensive reconstruction of the exteriors of the Central Bank of Iraq , elevator overhauling and updating of the apex bank's IT systems. Under the agreement with Shell, the company will supply and erect the main office building of the global oil major across an array of construction-related works. The main office of Shell will be the base for the oil major's operations in the Majnoon oil field.<br />
<br />
Commenting on the group's Iraq wins, Mr. Ghaleb Kamel Jaber, Vice Chairman and Partner of Tech Group, said: &quot;Winning these contracts signifies the increasing presence of the UAE-based companies in the infrastructure development and maintenance activities in Iraq. For Tech Group, these projects will help us further firm up our presence in Iraq across various construction and redevelopment opportunities.&quot;<br />

The project contract for the Central Bank of Iraq was signed by Mr. Ghaleb Kamel Jaber with Iraqi authorities and the work on the project has already commenced at the site. &quot;Our expertise in construction related activities with seven specialized companies in the field under our portfolio, we are poised to win more contracts in Iraq, with some of these upcoming projects already under advanced stages of negotiations,&quot; he added,<br />

Baghdad / NINA /-- Chairman of Abnail-Iraq congregation Abbas Mohammidawi severely criticized in a statement to NINA Foreign Zebari has no right in his capacity as Chairman of the joint Iraqi-Kuwaiti committee to make a decision on his own saying that building of Mubarak sea-port is right of Kuwait urging him not to exceed limits.<br />

BAGHDAD (Iba) said the legal expert Tareq Harb said the return of the Deputy Prime Minister Saleh al-Mutlaq to attend the meetings of the Council of Ministers and the exercise of its functions do not need to be approved by the House of Representatives or the issuance of the law.<br />

BAGHDAD (Iba) ... Ministry of Transport announced that the port of Umm Qasr, Basra province Altjarignobi received six ships of different nationalities, loaded with 156 000 tonnes of wheat and 90 thousand tons of sugar imported for the Ministry of Commerce.<br />

According to a ministry statement on Thursday that the vessels of the six is the ship's C-Carr S. Abaria sexual tonnage of 51,331 tons of wheat and the ship (Wehbe a) Panamanian nationality tonnage of 52,500 tons of wheat and the ship (Valley of you) Cypriot citizenship tonnage of 52,500 tons of wheat and the ship (Jack / 1) Panamanian nationality payload 22,500 tons of sugar and the ship (John Jane Nour) Courrier sexual tonnage 20,000 tons sugar and the ship (Nursanda) Dnmarkiyh sexual tonnage 27,500 tons of sugar.<br />

Iraq's national carrier is planning to re-emerge as a major regional airline, with the first of 40 Boeing aircraft set to be delivered next year.<br />
<br />
&quot;We want to expand our fleet and operate routes to Europe, Malaysia and India. We want to operate just like any other regional airline,&quot; said Nasser Hussein Bandar, the head of Iraq's civil aviation authority.<br />
<br />
Iraqi Airways, founded in 1945, is among the oldest airlines in the region but has no planes of its own after it liquidated its assets and attempted to dissolve the entity to avoid paying hundreds of millions of dollars of debt owed to Kuwait.<br />
<br />
The war-torn country in March reached a US$ 500 million (Dh1.83bn) debt deal to resolve the two-decades long dispute with Kuwait, paving the way for the airline to return to normal business.<br />
<br />
Iraq's current commercial fleet consists of 13 planes leased through regional brokers and six Bombardier CRJ-900 aircraft. These are owned by the Iraqi ministry of finance and leased back to the airline to prevent Kuwait seizing them.<br />
<br />
Iraq also has options to buy four additional aircraft from Bombardier, which have not been exercised so far due to the legal claims by Kuwait. No decision will be made imminently over whether to exercise the options or to choose Boeing or Airbus aircraft instead. The ministry of finance has allocated $ 300m in its national budget for the purchase of aircraft.<br />
<br />
&quot;The government is still considering whether to make the purchase for the pending four planes, or opt for other models from Boeing or Airbus,&quot; Mr Bandar said.<br />
<br />
According to Boeing, Iraq ordered 30 737-800s (with 10 options) and 10 787-8s (with five options) in April 2008 and December 2009, respectively. However, Boeing policy is not to disclose delivery dates, although Mr Bandar said deliveries were scheduled to run from next year through 2016.<br />
<br />
&quot;During the past several years The Boeing Company has developed a strong partnership with the Iraqi government concerning the country's current and future commercial aviation needs,&quot; said Marty Bentrott, the vice president of sales for Boeing commercial airplanes, for the Middle East, Russia and central Asia.<br />
<br />
&quot;Areas of common interest include but are not limited to replenishing Iraq's commercial aviation fleet and modernising the country's commercial aviation infrastructure,&quot; he said.<br />
<br />
Throughout this time the US government has demonstrated strong support for this deepening partnership and we appreciate their continuing efforts.<br />
<br />
&quot;We look forward to working with the Iraqi government and the Iraqi private sector as they modernise their commercial aviation sector and integrate fully into the international commercial aviation system.&quot;<br />
<br />
Saj Ahmad, the chief analyst at the consultancy StrategicAero Research based in the United Kingdom, said the fleet expansion must be accompanied by a recruitment drive.<br />
<br />
&quot;On the expansion front, the key really is investment in staffing and resources, without which they can't launch flights overseas and its not clear how the Iraqi government aims to plug this gap,&quot; he said.<br />
<br />
But Mr Bandar was adamant the expansion would go ahead. &quot;Iraqi Airways has the experience, we have the know-how and with more than 3,600 staff that include pilots, cabin crew, schedulers, operators and marketers,&quot; Mr Bandar said. &quot;But without planes, we haven't been able to properly fly, plan new routes, or make schedules.&quot;<br />
